High vector base is at 0xFFFF0000 on all ARM cores. Low vector base is at 0x0. The logic behind having a high/low base is that CPUs without a MMU cannot simply map a memory page with a set of custom vectors, and since ROM is always mapped at 0x0, this range is read only. That means that in order for a kernel/second-stage bootloader to be able to handle interrupts, you'd enable the high mode, providing 0xFFFF0000 is mapped to an area in DRAM/SDRAM/NOR or any other wired storage.

On most ARM platforms with MMUs, the kernel would simply wire a memory page at 0x0, copy the new set of vectors into that page and flush the instruction caches.
