Oh well, maybe it's for the best. I just saw how rare my dragon is (there's only 10 out there right now, <100 if you combine all it's stages... except Eggs, haven't checked the eggs). The Badge is a pain in the ass to make, but it can be done with patience and grinding. Meanwhile, dragons take Luck, Patience, and Grinding, so they're more difficult to get (and evolve)... I think I'm just gonna try and get this guy up as high as I can get him. If you want to trade your badge for my other stuff, I'll probably say yes (except the Demi-God, Spider, Animated Bones, Coal Bot, and (of course) my Dragon... unless I end up with duplicates at some point. Which wouldn't surprise me, considering I've built up quite a collection in less than 5 days of starting the Item Game again. Rarest Items I had from the last time I stopped playing the Item Game were the Magic Sundae, dubs (11, 22, 33, etc), and a Wyrm Statue).

It's not guaranteed, you just need to workshop-spam.

it just says there is no effect.

That happens even if you use tokens on a slot-machine and don't win any tickets.
