If you were in windows and wiping a secondary drive/ partition and it took 3 hours, that's a windows problem. (Unless your hard drive is riddled with back sectors and such...)
If you were on the install disc wiping hard drives, it should literally take seconds.

Formatting shouldn't take long at all, either; Unless it were an external drive. (Such as a USB Flash drive. Their read/ write speed is what 'slows down' the formatting process.)

Reminds me of yesterday driving on the road. I'm behind a pick-up truck pulling a trailer, and a semi-truck in front of them. A car pulls up behind me and is stuck behind me for a while and then suddenly passes me, the pick-up with trailer, and the semi-truck.
