I guess it can all depend on what some people consider dumb. Some people may consider Morty to be an idiot, and for others the level of dumb isnt hit until say Ed from Edd, Ed, n Eddy, Numbuh 4 from KND, or Billy from Billy and Mandy.

We do see that Morty is not very intelligence when it comes to school seeing how he is always failing math, but at the same time there could be other factors to this, like Rick always taking him on adventures which could cause his grades to dip. Morty has found ways to get out of situations and it seems he has gotten better with that the longer he has been around Rick. You do also bring up a good point with the Low Confidence, I honestly didn't think that.

It has been shown that Jerry's lack of confidence has ended him up in trouble like when he came up with a slogan for Apples only for him to progressively think worse and worse about himself because he "stole the slogan" and every time he shows the slightest bet of confidence it always backfires on him, big example being in the same episode where he was trying to harp on Rick about getting tricked by the aliens to give them the formula to make Concentrated Dark Matter, only for it to be blown up in his face when Rick actually won.

Jerry is someone who is more a child at heart and mind to where he can be selfish with some things which could lead him to making stupid decisions, but just because you make a dumb decision does not make you a dumb person.

That is just my 2 cents on the argument on if they are truly "dumb or not" I guess compared to whom they are partnered with, Rick and Morty and Beth Jerry it is easy to confuse them with less than intelligent. Rick even has the argument of the perfectly opposite brainwaves of Morty that neutral out Rick's so he can't be tracked leading to the thought that Morty is of lower intelligence.
