Batman is basically saying he's afraid that he will be consumed by his hate if allows himself to do that. Like Gandalf refusing to use the ring to destroy Sauron, because he could become someone much worse than him.

Have you ever killed someone, justified or not? It's a weighty experience my dude. Doesn't matter who they were or if they deserved it or not. Doesn't matter who they killed or why. It can twist you up inside really badly if you don't get help, unless you're a complete psychopath. Yeah, it would make sense to kill them, and everyone thinks "what a fuckin pussy I could do it" but not many people can handle that stress.
Doesn't matter how justified it is, it sticks with you. With help, it can make you stronger but the reality is that it won't always make you stronger, It will more than likely completely shatter you psychologically, especially if it's a one on one emotional killing. Carrying that weight as well as everything else he has been through in his past, would more than likely turn him exactly into what he hunts in Gotham every night.
He's the one who chose to take up the responsibility of dealing with mass murdering psychopaths. He chose to be vigilante who punishes villains and protects the innocent. Only thing is he never goes far enough to stop them. By constantly putting the joker in Arkham knowing he will eventually escape and kill hundreds more. I'd say all the innocent deaths that are directly your fault for being irresponsible would weigh on your conscience a lot more then ending one mass murderer.
Its supposed to be stupid my dude, since his parents were killed he has a psychological disorder which makes it so he cany kill even if he deep down knows it would be better. Him not killing is supposed to be his heroic flaw

Why does it have to be batman who kills people? I mean is it up to cops to be judge, jury and executioner? What gives him the right to kill people he deems are a threat to Gotham? Look at the injustice games they are a pretty good example of why you don't want your super heroes to not have rules or codes of ethics to bind them.

Why is it his fault though? Why does batman have to be the one to kill joker? Can't the US government deem him a terrorist and have him executed? I don't understand why killing the joker is his responsibility. Also the joker wants is batman's antithesis, if he can get batman to kill him he'll prove that under the right circumstances anyone will ignore their morals, laws, beliefs and will be pushed into chaos. What stop batman from becoming a psychopath like the punisher? The punisher is not a hero, him killing people is benefit of society he does it for himself not to mention that killing criminals won'T stop people form committing crimes.
Joker doesn't even go through trials anymore, he's just got a mail slot for returns at Arkham. Break out of the asylum and kill 30 people? Oh, back to drugged-up macaroni art with you, you mischievous scamp!
Eventually, a reasonable legal system would take a look at whether "Wanted: Dead or Alive" would be okay in this situation, but Gotham's so corrupt the only way to clean it up would be to nuke the site from orbit

Except superman can use his X-ray vision in Gotham because of all the old led lined buildings and he would do the same thing as batman except be nicer about it same with the other heroes except maybe wonder woman or aqua-man. Yeah I get that Gotham is corrupt so what can he do? He has the most morally corrupt city and he has chosen to be the pillar that support any good in Gotham, by him having his code of ethics he inspires good in others in Gotham instead of killing every criminal and just continuing the cycle of murder and decadence that is Gotham. He is trying to break it, he is waging an ideological war that can't be won by murdering every criminal like the punisher does.

provided they were B-list or lower enough to not harm comic sales by killing them off, which really is what Batman's "no killing" rule's source, Ra's gets a pass since his gimmick is he can come back from that with his Pit

The Gotham police have dropped the ball so many times that the FBI should have a permanent office for their guy after the highest population density of mass murderers with at least triple-digit body counts. Hell, how does Gotham even restock on civilians after Scarecrow gasses downtown and makes a fear-induced murder riot? Who even thinks to themselves, "Sure, the apartment's still got to get the blood stains removed and there's that alligator CHUD guy down the street, but look at that view of the park the poisonous redhead weaponized! And only $200 a month rent? Of course I'll move in!"
The bit about lead-buildings gets negated by Supes' plethora of Super Everythings, hearing every car jacker, bribe passing hands, and drug deal, seeing microscopic traces of what have you, speeding to all of it. He was just an example.
Now no one's saying Batman needs to kill EVERY criminal that ranks purse-snatcher or higher, but maybe implementing a 3-strikes rule for every time the get a double digit body count between Arkham Hotel visits wouldn't be a bad idea.
Where would people go in the dc universe? Living with super villains is a part of their daily lives, go to metropolis and the entire downtown gets leveled by a super-man doomsday fight. There's not many options. Maybe Superman could get every villain but he's still a boy scout and would do every thing by the book. Not to mention its hard for him to focus out every thing he hears. Also most people in Gotham are dirt poor so they have the bloody apartment or the nice cold streets. Batman wouldn't stop though that's the thing he's just as crazy as the joker but he has a few rules, the guy routinely cripples people.
