Operation downfall was estimated on how hard the japanese fought in Okinawa, taking in the assumption that the civilian population would be extremely hostile and they'd be fighting in unfamiliar territory against an enemy which know every in and out about it.

The allies had no doubt that they'd be victorious in the end, but this would be after at least a year of fighting what they estimated to be close to 35 million hostile inhabitants.

So when they could comfortably unleash nuclear weapons to which Japan had no response it seemed like the much more viable option.
