Yes but this earth that they live in is based off of ours.That includes nationalities.

It was based off of nearly everything that is categorized by Americans as "oriental". But to say Zuko was Japanese is a leap off of the edge of logic and into a great pit of convoluted assumptions. It's not like Inuit are the only people who ever lived in the cold and wore fur.
