It's exactly what he wrote, but it's not even close to what's actually happening in EVE. The system is absolutely awesome.
EVE is one of the few games where a day old character can have a serious impact in a battle between 2000 veterans. Every race has a so called E-war (electronic-warfare, buff/debuff) frigate. I'm gonna use one of those as an example: the gallente E-war frigate called the maulus. This ship is bonussed to sensor dampening which can reduce another ships lockrange/lockspeed by a significant amount.
Most fleet combat is roughly like this: logi--DPS---DPS--logi. The DPS blobs fire at each other and the logi (healers) stay behind them so they're harder to hit. This means there's a not insignificant distance between your healers and your DPS. A single maulus from a day old player can reduce the lockrange of 3 hostile ships by 35%, or one by roughly 70~80%. This means that this player who literally started today, flying a <5m isk ship, can make a 10 year old player flying a 500m ship completely useless.
That player can train for a week, specializinga bit more into the maulus and get all 3 dampeners to ~45% meaning he can potentially make 3 of those 10 year old players in 500m ships worthless.
That's just one example, I could list at least a dozen other ways that EVE has that allows new players to have a massive impact on what happens in PVP.
And this is legit new player behavior that pretty much every new player corp uses daily.
Powergamers make new characters all the time because of the amount of power they have.
Very few games have anything close to this. Yes you need to train for months if not years for some of the more advanced ships but, unlike most other games, you're not even close to useless if you haven't.

It's also got a solid F2P right now. More like an infinite trial than true F2P in that you're fairly limited to what you can train/fly but you could potentially play forever for free and still participate in nearly every fleet.
Just make sure you join a newbean corp and don't get stuck in the "make isk to make more isk" trap. Look into karmafleet (goons), pandemic horde (panfam), dreddit (test), and brave (independent). Those are all solid newbean corps that'll take you in without much hassle and have the infrastructure to support you and provide an environment where you can learn.
Joining a corp really is the most important thing when you're just starting out. You can play the game solo but I'd highly discourage you to try that until you've got a solid grasp on the game and the pros/cons of doing so.
Yeah, I can only assume it's not tied to Exp like literally every other game like it in fucking existence is to 1. increase the time it takes to reach "end game" artificially and 2. make you reluctant to quit because of the ridiculous amount of time you already sunk into it.

You should know, most hardware bans are easy to overcome and, as many have pointed out, the methods of bypassing it are illegal. And no, you cannot ban an individual part, that is -actually- illegal since it fucks over anyone who buys the part later.

Dolphins are fucking brutal.
They are also weirdly nice. Many recorded incidents of dolphins saving drowning people, or saving people from shark or other sea creature attacks. They are like humans some are tards but others are pretty cool.
