The point of rehabilitation is so that they can work on turning "those who don't give a damn" into "those who do", thus decreasing the rate of getting sent back to prison and decreasing the overall number of people stuck in prison, as well as negating the "prison mentality" that causes so many horrible things to happen both in and out of jail.

Basically, locking people up in jail cells can only increase the number of law-breakers, while rehabilitation has the goal of decreasing that number.

The focus should be rehabilitation, the whole point of their prison system is to fix the criminal and turn him into a productive member of society instead of being an apathetic asshole that just shuns them and allows them to become even worse. Anyone who has studied sociology can tell you that rehab is a superior method of protection.
