I still say air because earthbenders, like you said, take hits and find a chance to counterattack. but an airbender does almost the same thing and at the same time evades. Airbenders use their enemy's offense as their own, as well as their defense. And Airbender can easily dodge an earthbenders attack and do their own attack while evading. And like i said before, the only real weakness an airbender has is their lack of fatal moves and physical defense. Though i agree with you on water being almost useless in a fight like this

I would imagine the battle would go in this way. With an arena with four corners for each master, water flowing in waterways under grates in the arena, the arena being earth. a half moon, and 70 degree temperature. (If it was now where i am, the waterbender would win seeing how it IS a supermoon)

Air, being the most nimble and quick of the elements could take down the water-bender fast, before anyone else could. Moving the air flow against the water. Occupying the waterbender.

The earthbender, being a master would realize the waterbender is occupied and unable to attack, would focus on the firebender, not wanting to remove the airbender from the waterbender. Now pitting the fire against the earth.

Now the firebender has to focus on the earthbender but lets see the airbender and waterbender.

The airbender would win the battle using air slices to break the flow of the water. Taking the waterbender out of the battle, As i said before, water out first.

Fire and Earth is tough to draw the winner from, but with these average conditions, the earthbender would win, easily, seeing how there is earth all around the arena. Sorry Firebender youre out.

Now we could imagine this as the battle between Aang and Bumi, seeing how they were both masters in the same conditions.
Earthbender wins.

2nd Air
3rd Fire
4th Water

But dont count this as the order of elements, after all, as i said in my first comment, many techniques, forms, stances, can be used to fight and gain an advantage on your opponent.

Most Earthbenders other than the police carry this around so we can't depend on that. Fire and air could penetrate cracks in rocks and tear them to shreds, and we saw Aang use several airbending techniques to fight Bumi (such as a tornado).

So now we see fire and air. honestly the victor would unpredictable, but why?

Whats the natural enemy of fire? Well water, but also air, and earth (kind of a tie, we'll get back to that)

The air can extinguish the fire but if we pitted two masters against eachother we couldnt get an outcome seeing as Aang never used only airbending to fight a master (used all elements against Ozai) Theres no sure way to tell so it seems we can't tell.

Now to fire vs. Earth, Earth could easily put a fire, derp, its obvious, but as said fire can get into the rock. EVENTUALLY destroying it. Let's just look at the battle in all though.

Water could easily take out a firebender or an earthbender, but could be beaten by an airbender seeing how the flow of air would be stronger and tougher than the flow of water.

Fire could easily beat Air, or earth, or even water by producing a lot of heat, and by bending around the air stream. A master such as Iroh and Ozai could easily produce these heats, so thats how we shall consider it. But in return fire can be beaten by them too as stated before

Air can easily beat water and is even with earth and fire. The water point is the flow of the water against the air, stronger and wider area. The fire too, but the fire could be cooled by the air at the same time. And earth for the reasons of Bumi against Aang.

Now Earth can beat all of them except water. Seeing how water easily erodes the earth and rusts metal, Water could flawlessly beat earth, although earth could break through the water's flow. Earth can break through fire easily, and air, BUT if strong enough force comes from the air or the fire, the earth could be pushed AWAY. But if all of these factors are applied with the traditional armor....
