the screen may have to be on for it to count. try changing your phone settings so the screen stays on for longer and then turning on the battery saving mode for pokemon go and put your phone upside down in your pocket.
the power saving mode activates when your phone is upside down and will display a black screen with the pokemon go watermark and will use significantly less battery while still counting distance walked and alerts you when there are pokemon nearby.

Tried that too. My theory is that is distance traveled but with some rules.

When the game is in power save mode, the refresh rate is slowed. I'm not sure if that's just animation, or if it applies to your position on the map too.

Example: you have powe save mode actove, with your phone upside down in your pocket, you choose to do laps around your house. The game refreshes saying your at (starting coordinates) you begin your lap. The game refreshes when your 75% around your house. Instead of it giving you credit for moving 75% distance in a clockwise direction, it gives you 25% credit for moving in a counter-clockwise dorection.

Furthermore, if your walking around the block that is 150 meters in length on each side, and say your starting point is in the corner. Now let's say it refreshes exactly halfway through your walk around the block. Will it give you credit for 300 meters walked? Or will the refresh animation have your character crash through half a dozen houses, and credit you for roughly 212 meters?

I believe that 1 mile "down the street" will always be worth more points than a mile "around the block"

But with that thinking, I tried walking 1 mile with the app open. Just doing laps around the store, no power save mode, so no worries about slower refresh rates. At the end of the 1 mile walking laps around my local Safeway grocery store, I should have been credited 1.6km, right? Nope, I'm given an astounding 0.02km.

Then my day off comes, and I'll play pokemon at the local college campus, I'll do laps around the entire campus itself. 3 miles into my walk should nearly hatch my 5km egg. I'll look down and see I've been credited 1.7km (much better than the grocery store)

Maybe it's a bug that just my phone is having

Do you have the game running while doing that? Cause game needs to be running in atleast power save mode.
