I'm not entirely sure, but some image searches came up showing "To Heart" as the anime, but the picture looked like it maybe came from a OVA of the show. :/ hoped this helped.

I didn't know of any actual foreign bases here in the U.S. I may be mistaken. But, as said below, they do come for training. One of the funnest weeks of my time in the military was when the brits came to our base and trained with us. They're so freckin funny.

There are international programs where foriegn soldiers come to train, instruct our troops, and take contracting jobs.
