What happened at the end of book 2 of lok was that the existing souls that were connected to Raava were destroyed. Ya know Iroh, he has a spirit too. His spirit could be destroyed. Anyones spirit could be destroyed. I guess those memories of those souls were erased when the souls were destroyed, by none of those memories were Korras. Nor were all of them Raava's (all the Avatar State ones are.) But Korra did have access to them thanks to the connection of those spirits to her through Ravaa.
