This is a picture of an, i think american, high energy laser cannon. It creates a huge ammount of heat on the surface it hits. It's able to detonate missiles and kick planes off the sky by destroying essential systems.

as far as i know, they just tested it with mortar rounds and judging by the youtube videos, it took it already long enough to bring them down, i seriously doubt it is capable of bringing down an airplane as it is now..

It's not designed to take down planes or other vehicles. The laser weapons currently being developed by the US military are being designed for more defensive applications.
The air mounted one in the 747 is designed to take down rockets, missiles, and other air-medium explosive weapons.
The smaller Humvee or APC mounted modules are designed to canvas a large area with diffused beams usually in the infra-red spectrum
which cause extreme heat discomfort to anyone standing in the way but not actually damaging them until they sustain significant amounts of exposure.

They are too complex and require too much power to be used as an effective offensive weapon right now.
