While that is true that's not the point I'm making. Public servants need to be held accountable for their actions, and the public are allowed to say whatever they want (besides threats of bodily harm) without the threat of repercussion because we have the right to free speech. That means ALL speech is protected (except threat of bodily harm, or shouting fire in a theater).

what paranoia? Police brutality is unchecked in the united states. Police every day get away with murder, extortion, abuse, neglect, etc, and usually they only get unpaid leave, suspensions, or a slap on the wrist and back on duty the next day. No consequences for their actions. The worse is a civil lawsuit, and even then most people don't want to do that because it costs a lot of time and money.

There's simple explanation why insulting anyone can be considered illegal
Our constitution.
§1 of the Grundgesetz is human dignity, while freedom of expression is §5.
So while it would be your freedom of expression to insult somebody, their human dignity is seen as more important. Thus you aren't allowed to insult.

free speech means that you can exploit your opinion without having to face legal consequences

Insulting an officer on duty however is a crime because you are insulting technicaly not insulting him but the institution he is representing in a way that is not representing critisimn but more likely verbal harassment

Because they are closely related. What if your use of free speech harasses someone? What if someone were to show up at your house every day and tell you non stop for hours that he thinks you suck and should just kill yourself, because that is is honest opinion? would that still be protected by free speech?

what paranoia? Police brutality is unchecked in the united states. Police every day get away with murder, extortion, abuse, neglect, etc, and usually they only get unpaid leave, suspensions, or a slap on the wrist and back on duty the next day. No consequences for their actions. The worse is a civil lawsuit, and even then most people don't want to do that because it costs a lot of time and money.

Public servants need to be held accountable for their actions, and the public are allowed to say whatever they want (besides threats of bodily harm) without the threat of repercussion because we have the right to free speech. That means ALL speech is protected (except threat of bodily harm, or shouting fire in a theater).

free speech means that you can exploit your opinion without having to face legal consequences

Insulting an officer on duty however is a crime because you are insulting technicaly not insulting him but the institution he is representing in a way that is not representing critisimn but more likely verbal harassment
