Neither driver was doing anything illegal
at least not where I live
, but both drivers were in the wrong in this scenario. The turning car failed to exercise caution and check for opposing traffic before turning out. The car from which the video was taken should not have been using the suicide lane to get to the light (this is very poor practice, but not illegal as far as I know).
Not sure where this happened, but around here (California, if you're wondering), the guy making the turn would usually be seen as at fault, due to failure to adequately check their mirrors before making a U-Turn.
Where ever you live has shit driving rules. The guy that made the U-turn is 100% in the wrong.
It may not have been a U-turn. He may have been coming out of a parking lot or from another road. Either way, he is at fault because the car recording the video had the right of way but that doesn't necessarily mean it was an illegal turn.
Surely common sense would decree that you shouldn't cross 3 lanes of traffic, especially when you can't see particularly far into it, to turn right.
I know full well I've made illegal turns, but late at night/early in the morning when there is no traffic and I can safely see.
it seems more like they were pulling out of another road or something and were just trying to turn left, hence why they had to cut through the lanes.
Turning left when you need to cross 3 lanes of traffic is usually illegal. Any place you're pulling out of would almost always say, "no left turn."
Does it count as 3 lanes of traffic when that center lane is actually a turning lane that appears to exist for use traffic from both directs, at least before it gets near the light? I'm not questioning who is at fault, it is obviously the guy that drove out past the truck without looking and hit the car that was recording the video. Also, there are numerous roads near me in which this is perfectly legal unless otherwise stated. It may vary from state to state though.
