I still believe all "States" in the US are technically Countries. They may not have all power like some few countries in Europe but they do however work differently anyway so its hard to catagorize when its on a totally different level. Being about to refer to Wisconsin as a State is just as liable as calling its the Country of Wisconsin.

There are States then there are states. I pretty much decide that based on what states were countries before they joined the USA. The original states, and ones like The Republic of Texas, The Republic of California, Hawaii, ect. But places like Alaska that were never independent nations are just regular states.

I used sovereign completely incorrectly. Each state has its own jurisdiction and laws, but is not a full nation because they can't leave the union or declare war on other nations or anything like that.

Back in the 1990's CA's economy was actually 3rd place, second only to the US economy and Japan. The state drove away businesses because of higher taxes and operation cost. There 75 cent per gallon gas tax really gutted their economy.
