it's not about limiting who produces. It's not about "breeding" better humans. This is, pure and simple, about increasing the quality of life for children.
your thinking about it all wrong. child services doesn't take away your kids because you have bad genes, they do it because you're an unfit parent. because you fail to provide a healthy nurturing environment for your child. this parenting license would weed out those kind of individuals, to ensure that children are only born into happy, healthy lives.
if implemented properly, unfit parents would, instead of having their kids taken away, never be allowed to have Kids in the first place. woulnt that be better all in all? a parenting license would insure that these kind of individuals are never allowed to have kids.

Another implementation would be to neuter couples deemed unfit. But because even such couples could change for the better, this is unjust as there are no means to reversibly neuter a human being. This is similar to death penalty discussion, there is simply too much room for justice error.
And what would happen when you essentially ban pregnancy in attempt to control it? It will still happen, in secret, unlawfully and you will lose all control over it (Just like gun laws). People with no birth certificate will soon be all over, living outside of the law that did not accept their existance. Fires of uprising will soon emerge and consume the corrupt government with all who supported it. Blood will fill the streets of "better" humans and Those who were forbidden will put new order in place.
Getting a little theatrical here but you get the picture.
Bottom line is, most of the people you so pridefully call unfit for parenthood have only been struck by unexpected accident, cursed by bad luck, simply speeking they have only been unfortunate. This means their current situation is not a result of their bad decisions, their DNA would be just as usefull as everyone else's.

By gradually pretending less and less, showing obvious improvement over time she'd have a clear interest in the next tryst, just to see how much you've improved. Which leads into your point eventually of course, but with more sex along the way ^_^

Sadly I no longer have it installed, so I can't check the version I had. It is possible some patch changed it. The stamina refilled quite quickly, rendering stamina potions useless for sure. By the time I had navigated trough the menu to it, it had restored on its own.
On a different note, I recall walking on water, the glitch was triggered by opening the inventory screen while swimming. That was fun.
