There are two sides of looking at things.
There is logical, which is what makes sense to improve the world and make it a better place, but without regards to morality or right and wrong.
And then there is the ethical, which is what we shouldn't do because it is wrong but doesn't help improve the world.
It's an unfortunate thing that they conflict each other so strongly.

Not just Nazi Germany, though reaction against them did lead to it dying down around the world particularly The States and Britain. There's this misconception that bad parents make bad kids, or that stupid people have stupid children or something but then where do we get all of our rags to riches, came from a bad background success stories literally throughout history? If you're goal is less bad people more good people an entire population of white bread suburbans isn't necessarily going to breed greatness more than anything else. The best you could hope with is something like using eugenics to slowly reduce in percentage the rates of certain genetically predetermined diseases. Or if we just sterilized everyone below a certain IQ slightly raise the average by maybe 1% per generation.

It doesn't have to be an IQ test. But a test of common sense. Simple questions like;
Do you know who Snookie is? If so, do you think she is a good role model?
Do you have an income equal or higher than - (insert that years minimum that someone much more skilled at economics than I can produce based on a standard adequate living. Say, 30K/yr gross or something.)
How often do you intend to go out after the birth of the child. (If the answer is anything higher than never, certificate denied. Anyone that has had kids can agree, first thee years after birth, don't even fucking think of leaving. It'll only make your prison worse.)
Super simple stuff. Not some mathematical equation shit like; What is the square root of the hypotenuse of the right triangle based on the C angle on the sixth segment in a Tesseract (4th dimensional hypercube, for those who thought of Avengers.) Being good at math does not denote smart, just like being bad at it does not denote stupid.
My mother, terrible with numbers, one of the most intelligent people I know.

no no the IQ thing was just an example of what COULD be done with genetics in an attempt show it's a horribly ineffective process that would require dozens if not hundreds of generations to see an effect. So only people above a certain poverty line and who never partied in their twenties can have kids? I'd be happy for the drop in the birth rate, though that would fuck us over economically in the long run so would continuing as is (with the birthrate). Eugenics is wrong ethically but it's ALSO wrong scientifically. It stems from these incorrect assumptions about environment and genetics that we all fall into when we start learning about that stuff. The first horrifying implication is no one ever thinks they're going to be targeted, they they are the ones who will have to sacrifice, the second is that the scale will constantly slide forward. It's statistically impossible for everyone to be at the top.

The point I was attempting to make was simply this.
Yes, people who are too dumb and think stupid is smart should be barred from having children. No, I'm not saying you need an IQ of 130 to have kids. I'm just saying. Fire is hot. Ice is cold. And you should not model your life after people like Snookie. (and there are people who genuinely do.)
Yes, there should be a financial baseline to having a child. Why is that you ask? Because children are fucking expensive. If you can't afford to take care of your child, that is just bad for the kid. Why should it have to be punished because, "I want a kid, and that's my right as a 'Murican. It says so in them papers that sound important and stuff."
No. You. Fucking. Cant.

Ok, fine. But I also think if someone is on welfare, they should have to pass a drug screen before each and every payout. Where would we get the man power for that? How about all those people on welfare because they can't get jobs? Because if I'm going to give up money via taxes so that your inadequate ass can attempt to raise the next generation. You fucking better not be spending the money I actually work for on alcohol and drugs.
And yes, I'm also a believer that if you decide to have a child. You sure as fuck have bigger responsibilities then going out with the boys/girls to get shitfaced. "But I got a babysitter." You cry. NO! Go the fuck home and raise your child. THAT is the reason why there are so many fucked up kids nowadays. It's not the technology. Its not the games or violence on TV. It's these generations of parents that think even after a kid they can just do what ever they want. Because it's just like a pet, really. Feed it, clean it, talk to it once in a while and it all works out in the end. Right? A kid is the most important job you'll ever have. Remember that. Because if you're bad at that one, you don't get fired. You just ruin a life.

I agree but kids aren't an it. They are like a putty that hasn't been molded properly. While even the highly intelligent can have kids, they can still have disorders.. autism, aspergers, learning disabilities, etc etc.. Until there is a sure fire way to fix that, the type of regulation you suggest is the most dominant. Immorality shouldn't exist with breeding things... We bred black people in the slave times and they own at sports now... We breed plants.. and basically break every rule of natural selection.. Why stop at kids? There's nothing moral or immoral about it, a kid is still a kid, and you should love and care for them and want them to grow healthily to live a good and more carefree life later on. They'd be better off being raised with parents that had to go through some regulation. Anyone who says otherwise hasn't seen kids born in bad homes, beaten, abused, lacked the education they deserve, and grown up in bad circumstances. It'd theoretically revamp all of society for the better.

The world hasn't been spiraling downward since its inception. The Greatest Generation fought the world wars and what did their kids do? Fucking hippies. Hippies fucking and doping all over the damned country. Obviously society collapsed because we raised a generation of kids from parents who worshiped Janis Joplin and John Lennon. Except that's not even close to what happened. A child is such an enormous magnitude of responsibility I don't wish it on anybody who isn't psychologically and financially prepared. The child is the more important than the parent. But regulation is so not the answer. Not even.
