First click unify layer style (1) and unify layer position (2) on the text layer.

Then right click the text layer and click "Blending options" and then click "stroke"

You can then choose the size and color of the outline.

Yeah. Move the text layer to the top of all of the layers, then click on the frames you don't want the text to appear on. Then click the visibility icon next to the text layer and it shouldn't appear on those frames.
