Cardio is seriously the best way. You can be strict on your diet all you want, but that doesn't always keep you healthy, only skinny. Cutting out rice, potatoes and whole grain bread is just stupid. Aim to be healthy, with good stamina, to increase your life energy and general happiness. Alternatively go to the guy if you want muscles, but as an addition.
Eating healthier and cutting out stuff like energy drinks does help, but ultimately, it's exercise that gets you in great shape. Biking most places you go, or go for a swim a couple of days a week should be enough to get you where you want. If you're fat, it might take longer and dieting is slightly more important at the beginning, as well as moderation in exercise.
If you give me numbers, what you're willing to do, and your time schedule, I can set up a routine for you. or you can simply do cardio every day and drink water whenever you normally would've gotten anything carbonated.

Contrary to popular belief, you can't spot treat fat. Where your body stores fat is determined primarily by diet and genetics. Belly fat accumulates mostly because of (1) excess carbohydrate intake and (2) stress. CyborgNinja is right about cutting down sugars. Also cut down on "white foods," bread, pasta, rice, potatoes, etc. They are complex carbs, which your body breaks down to simple carbs, aka sugar. Eat more meat, fish and green leafy vegetables and try to get 8-9 hours of sleep every night.
