Very overhyped, still a very fun time. I have had multiple moments where the game has touched me, it the combat and story in ways that only Fallout has before, so its got my seal of approval.

Just like Rome 2 it focused more on non-important details and not enough on the main game.

Ok, how?

Guns are better, crafting is better, the settlements are a fine addition, it still feels like Fallout enough considering its across America, and its less buggy than every other bethesda game at launch. Might not look the prettiest but its model detail breaths life into the game and the map is rad. Its a different story than NV, just like NV is from F1 and F2. That part is up to ones own opinion.
