Depends on the lead. The plate prevents penetration, but the kinetic energy still gotta go somewhere. Some good mesh and plate can knock the force down quite a bit, but you'll still feel that bullet. I'd say a 9mm would be about a decent punch.
The plate absorbs shock and spreads it out over a much larger area before the energy is transferred to the person's chest. Spreading out the pressure over a large area means less bodily harm.
When you get shot while only wearing kevlar, the "fabric" doesn't spread the kinetic energy as quickly before it makes it to the shootee. That means the force is applied to a smaller area and you end up with great big bruises.
The speed at which the kinetic energy is distributed is related to the density of the material.
Distributed load (in reverse) is why a rifle round can pierce armor that a deer slug can't. They have similar kinetic energy, but a rifle round applies that same energy to a much smaller, more focused area.
Yup, that's how they work.
But, again, the kinetic energy has to go somewhere. For this 9mm that's around 400ft-lbs of force. For a 7.62 it's about ~1,500 ft-lbs over a couple square feet of chest. It's way better than dying, but you won't be happy about it regardless of the plate.

You should watch the movie "No Man's Land". It has UN in it, and they do basically nothing.
Germany tried it's own version of united nations. And I tell you, it would have been efficient.
