i don't think you understood what i was saying, i know how eminent domain works. the constitution DOES give the government the right to do that, but most of the time it never works out in the end. the project that would cause it to be necessary often has to get through all sorts of barriers like city council or governor approval, and 9 times out of 10 the projects are denied because eminent domain is unpopular, and everyone's biggest concern is getting re-elected. so the likelihood of the road in the picture actually continuing is very very low considering how many homes it appears would be displaced by the project, and because of that it would just simply never get approved.
Oh my bad, the way you worded it made it seem like you thought you can only ever use eminent domain for large projects which is incorrect. But yeah, it would likely be widely unpopular to continue the road in the picture unless there's something else that we're not seeing like the town needing the road to connect to something important or the town trying to bring in travelers to help the economy. Then again it's a gated community, the people that live in places like that tend to have enough political juice to stop things like eminent domain no problem, so it's kind of a toss-up without more information behind the picture.
