Of course they would go altogether as a happy family go onboard to the European El Dorado if had the possibility, but as I said: They can't because they broke, since the war didn't really boost the regional economy. And as smugglers demand tons of money per head, they apply to the strategy "We send our bloke, who finds a job, gets cash money and Help us get outta here" instead of "We send our kid in the middle of the sea without anyone to guard on him".

If you find plan N°2 more reasonable, I don't know what else to say.

Well, smugglers can demand from 300 up to 1000 euros for a place on a boat. Most family send the eldest son, or a brother, or a guy who can find work and financially help their family still on land. Because you know... They don't actually ALL come with the intention to invade the place.
Besides what do you expect, a boat full of grannies and 5 y-old kids rowing down the Aegean Sea ?
