with the emperor, yes he's powerful but theres a few things that could prevent his resurrection:
1. the lexicanum is wrong
2. he is the only force battle the full invasion of chaos into the universe, that will take its toll on someone who is little more that a soul attacked to a rotting corpse. his soul will inevitably be picked clean (according to DoW2 Ret it already has)
3. the throne could actually be trapping him.
4. its been how long sense he died (and he did die)? who says he'll resurrect in time?
5. Wolverine is more immortal than anything in the galaxy, he'd have a shot.

In response to five, I would say the necron star gods are more immortal then wolverine, as they are the only creature that can manifest as a soul in realtime.

Personally, I've never really liked the Astartes, the armor is a little unbelievable, but the story of the Emperor has always been a favorite part of W40k for me. A force of pure Order in a universe ruled by chaos. Also you know, humans are cool.
