Wars slow innovation? You sir are clearly misinformed. Innovation is the product of either war directly, or the desire to wage war. Every weapon (Not including those invented by early man to improve hunting) ever invented was a product of a desire to wage a war or to improve the chances of winning a war. Not only that, but even non-warfare technology can near-always trace its roots back to human conflict. Planes would not have gotten such a technological breakthrough had it not been for war. As well as the medical trade, Penicillin for example exploded in use during World War II.
Anything and everything man does has always been to serve a twisted version of basic needs. Basic needs being sustenance and reproduction. The higher version? Kill the enemy, rape their women, and take their land for our own use. Technology has only ever caught human interest for this reason alone.

Just because penicillin exploded in use during WWII, doesn't mean it was brought about during WWII and therefore isn't a result of war. Furthermore, war destroys civilizations. Near constant warfare would make only the nation with the better weapons the best nation. This means medicine could easily fall by the wayside as well as technology and creative endeavors. The airplane was not created for war, BUT it was adapted for it. Granted, your argument has some merit (the development of long distance communication was needed in the military and used in the military well before cell phones were commercial) but there are many different things that affect innovation and war is not high on the list for producing "innovation". Of course, it will produce innovation in warfare.

Actually, I suppose a clarification on what I am saying is, War causes governments to give funds to research in order to further their cause. Penicillin is among those things, as well as the plane. They were given far more funding due to a need in war, and as a result their progress was accelerated. So I suppose I should have said War accelerates the development of technology, rather than it accelerating innovation itself.

Yes, I agree with that. But it is also in general times of crisis that innovation is stimulated. War is one of those crisis, but there is also natural disaster and famine.
For example, in the very early civilizations, the non-nomadic societies must have suffered from drought and finding a way to channel water was an innovation to prevent or solve that disaster. Flood gates, Dams, tornado-proof shelters, are innovations created due to pressure.
In truth, necessity is the mother of invention. Necessity implies a need for it. When you need something, you probably need it fairly urgently. Looking at the development of penicillin again, lots of people were dying due to bacterial diseases and it was needed. Without people dying of bacterial disease, the funding for the development of penicillin wouldn't have been possible. The funding for cancer research is another good example. Without a need for something, less people will focus on that something. In my experience, innovation comes about by having the right person looking at the right thing at the right time with the right type and amount of knowledge. If one of those are off, we get an incomplete product because if its not the "right" person they will probably not have the right thought process and the rest is more or less common sense. Sorry for the tangent, but again your idea has some merit and looking into the psychology of the will would benefit your idea even more.
