It works through a decentralized system. Each planet is to look to their own defense. This force is know as the PDF. Other than some special cases were additional levies are required, for the glory of the Emperor, most planets give only fraction of their troop. However this is the best of PDF which is made into the ranks of the Imperial Guard. And remember the Imperial Navy is the Largest(capital L) Navy in existences. In its way it rivals the size of the Imperial Guard. And remember this average of life span is averaged across trillions upon trillions of Guardsmen serving on billion of worlds. And remember battlefield life is not the only life in WH40K. Often forgotten is that many worlds of the Empire are at relative peace and prosperity. And forgetting that each one of those Guardsmen lived lives on one of the many planets throughout the Imperium and likely went through training with their fellow Guardsmen as well. If your wondering how the bureaucracy works well like any bureaucracy it doesnt. it works because the Emperor is Glorious.

You underestimate just how huge the imperium of man is. There's so many people there that they count the lives of planets, not men. Furthermore they have forge worlds, entire planets dedicated to producing military equipment by slave labor. By the way, the guardsmen don't die that fast in the lore. But if they do they're completely replacable, and so is their equipment. The imperium is basically an extremely eficient totalitarian regime with near-infinite resources.

They don't die all that often, they exist in the millions, not trillions
They aren't expendable, they're actually quite durable
however in Games they tend to be cannon fodder

Bruh, there's a hell of a lot more Guard than just millions. There's hundreds of billions of Guardsman at least, and that's not including Planetary Defense forces and the Navy. According to official lore the average lifespan of a guardsman after deployment is 19 hours.

And durability is questionable too. Sure, your average guardsman is kitted out better than even our best troops would be today, but when you compare that same guardsman to the cannon fodder of Chaos or Orks, it's not durable at all. Sure, the Guard usually doesn't die immediately like some of the more popular WH40k media makes it seem, but at the end of the day they're normal humans given a flak jacket an a gun and told to kill monsters the size of a house.

Zenyatta's getting some cool buffs soon
Heals/Debuffs travel 4x faster, he gets double speed while hes ulting and heals for 300 per second instead of 200, and he has 50 more hp
