I'm an electricians apprentice and I was lucky enough to get to do some terminating with high voltage cables like that. they actually have 2 layers of quarter inch thick insulation and a copper film sandwiched between the layers that protects the wire from punctures and acts as an emergency ground should the insulation fail.
