The bureaucrats are what they are called.
The ones who does whatever they need to get a good position(for money or for power) then does everything to keep it.
Doesn't matter if that something they need to do is immoral or not really good in the long run.
But thats the bureaucrats, there will always be goverment officials who work only to better the times they live in as well, whether they are heard and notices is a different matter.

This is the stupidest thing I have ever seen, the government is full of multiple points of view. Sure a group of them are working solely to make their life better, but quite a few are trying to improve yours as well. This comic is ****** in its metaphor, in its drawing, and in its watermark.
