I'm not sure what it's called I think hydroplaning however I do know why it happens, if you move fast enough your forward momentum is so great that you can ride on top of the water without gravity being able to overcome the water's density and pull you under for a short time

Basically:
Hydrogen bonds are tough to break. It's like a stack of papers, a huge stack of papers is hard to rip, but a single piece is really easy.
Once the bike is on top of the water, the water underneath it needs some time to move out of the way. By the time the water moves out of the way, the object has already moved to the water in front of it.
