In what way does peeing in the shower save water?
Unless you turn of the water and pee on yourself to remove the soap and don't mind smelling like piss all day you are not going to save water

You're not peeing in a toilet, therefore no need to flush.

It's basically:   
Pee + shower - flush = less water used.   
Pee + shower + flush = more water used.   
You're going to take a shower anyway (we hope), so you might as well just pee there instead of taking a shower and THEN go to the bathroom to use more water.
