What about gifs and stuff that have been flagged for no apparent reason? They aren't porn or copyright but I still can'y upload half of my reaction folder coz it's already been flagged.

You can literally type in a captcha and switch IPs and keep on doing it until the user is banned. It's really not that hard. All you've done is make them do math now.

I'm going to go and blame bad design.
One of the tenets of design, be it web design or software design, is to maintain consistency, which is not observed between the flagging form in question and the form that I'd wager is the most used of all, the comment form.
