Well, it really depends. There are more developed Muslim nations like Oman, Emirates, etc that have actual warships and it could potentially happen. I really don't think it would, terrorists are very unlikely to get their hands on a warship like that. The only people that could have been responsible for a tragedy like this would have been a government that is developed enough to have a fairly advanced warship, and such a government would be unlikely to be led by terrorists.
So, in my opinion, I think it'd be unlikely that any other country doing it would be called terrorists, even if it was a muslim country.

I also feel the need to point out what happened in this accident itself, which is why the US didn't feel the need to apologize immediately.

Firstly, the iranian flight was broadcasting the same IFF that the iranian fighter jets being launched out of the exact same airport were broadcasting. The passenger jet had been warned multiple times on both military and civilian frequencies that they were entering the airspace surrounding a US naval group and to divert. The pilots of the iranian jet didn't realize they were the ones being addressed, so never responded. It was an unfortunate mix up, but given the circumstance, I don't blame the navy ship for firing after the plane did enter it's airspace.

Obviously it is much more complicated than this, but what it boils down to is that they had no way to know it wasn't a military jet, and likewise the pilots had no way to know that they were the ones being warned. Again, it was just a ****** situation but they did what they had to do.

Thing was, this was an accident. One of the helicopters of the ship involved had been shot at by Iranian boats, so the cruiser moved in closer. They detected the plane and, in the tense situation mistook it for an Iranian attack jet. It was literally an accident. Iran and the U.S. agreed that the whole situation surrounding it was a huge misunderstanding, that a few people on a ship in a near-combat situation had ****** up, and the U.S. paid out more than 60 million dollars to the families of the victims (more than $200,000 per victim). Back in 96, the dollar was still worth more than the paper it's printed on, so it was generally agreed by everyone involved that it was okie dokie. Utterly different situation than the recent tragedy in Ukraine. It's obvious that Russia is involved in that if a bunch of essentially Ukrainian rednecks have access to hardware that can shoot down a passenger jet at cruising altitude. With the news today of two Ukrainian fighters being shot down by missiles apparently fired from inside Russia, it's just more evidence that Russia is directly involved.
