This is from the Oxford Dictionary.
Religion: the belief in and worship of a superhuman controlling power, especially a personal God or gods.
This is the definition. Buddhism does not offer any form of supernatural creation. It is not a religion. It is a philosophy.

That is because historically religion was the greatest source of philosophy and morality. If a person were to get his morals and ideologies he would have to turn to religion. So religion started becoming interchangeable with philosophy and morality. But Buddhism is one of the attempts at providing morals and ideals without the concept of divine enforcement. Philosophy + Divine Ordinance = Religion. Buddhism lacks the second part of the equation. But because over history we started thinking Philosophy = Religion. it got clubbed, and wrongly so.
