im planning on getting all forms of eevee. should i evolve them first then level them up or level up then evolve?

Yeah, but it always hits and can have up to 190 base power.

Almost always hits. Sand Attack/DT/Fly/Dive/Dig/Shadow Force

As in, it works like swift/aura sphere/shadow punch. It always hits unless someone uses dig, fly, or something similar. It can't miss based on accuracy or evasiveness.

I recall it being like Dragon Claw or Thunderbolt or most other moves: 100% accuracy, unless evasiveness or accuracy increases/decrease

If you want Bite though, get Eevee up a few levels

Evolve them first, then level them up. Otherwise, you'll miss out on some of the evolved form's moves
