That just mean he's not a big push over like all the other pansy gym leaders and is instead a worthy opponent, who in fact could beat anyone if he had free rein over the pokemon he could use. Saying you hate him because he's hard is like saying you will hate latiel because he will wipe the floor with everyone even though he's limited to one type.

Drake from the HE4 has a Kingdra in Emerald, he didn't use the same tatic as Juan so he was easy to defeat. If he did my Swellow knows Aerial Ace so would have always hit her mark.
