Well that depends on what you consider legendary. Many members of legendary trios like zapdos or thundurus only have 580

Look up Pseudo-legendary on Bulbapedia. Says a Pseudo-Legendary meets the basic requirements of a legendary: 600 base stat, 125000 exp.
