so I'm designing/crafting/training a Rain Stall Team and here is what I've got so far:

Drizzle Toxic Politoed
Hurricane/Quiver Dance Volcarona
Rapid Spin Starmie with Thunder
Stealth Rock/Spikes Ferrothorn

Now here is where I'm running into trouble. I'm debating between Milotic and Vaporeon as a Toxic phaser/staller. I think Milotic is better for switching in on statuses and has a more reliable recovery choices. However Vaporeon has Wish to support the team -- note that every one on the team has their own HP recovery except Ferrothorn, which is making this debate difficult.

Secondly, I am having trouble deciding my last poke. Quagsire seems good with it's own recovery, Electric Immunity and EQ to counter Electric attacks, but then Grass is majorly problematic for 4 of my team. I was considering RoostDragonite but then I run into an opposite problem -- Electric attacks are extremely dangerous, especially in Rain.

Any advice/input would be much appreciated, thanks.

why not have a sub-punching toxicroak for its ability to resist so much, and instead of milotic/vaporeon maybe have that dragonite, as it is essentially resistant to electric attacks without multiscale being broken, and it can provide much needed offensive pressure, or phasing support depending on the set chosen

hmm toxicroak is indeed good but then I lose a toxic-distributer, leaving only politoed which is, to say the least, not the most reliable toxic-er

nevertheless toxicroak does seem useful even for this team so I will look into it as well thanks!

Vaporeon gets Hydration so it can use Rest for instant recovery when the rain is up
You might want a spinner for Volcarona, and Tentacruel and Blastoise both have Rain Dish to benefit from the rain, and are both pretty bulky
A Grass type checks both Grass and Electric type hits, so Celebi might do pretty good, it can run a support/bulky/set-up set

I see you're pretty wise about wifi battling, I'm just starting. But, can you tell me how Volcarona is useful in a rain team? Is a serious question in case it sounds sarcastic

It gets Hurricane, which is a 120 base power coverage move, with a 135 base special attack stat

You could try running a SubSeeder as well as the rain will soften most of their fire weaknesses
