Braviary can learn cut, strength, fly, and rock smash. Jellicent can learn Surf, Waterfall, Dive, and flash. Braviary is pretty late game though.

Actually it doesn't even matter, just keep it. Its evolved form has the best offensive stats for a water pokemon pre-elite 4 and has nice speed to cover its frailness.

Let me look a little while for the best HM slave, but you want this thing to know surf. 95 base damage and 100 accuracy makes it the best HM in the game by far.
