Why do i see this hill near the river with a bridge in the distance during the sunset in like a lot of anime shows/visual novels
can someone with more knowledge give me some backstory about it, i am quite curious

That's just how the infrastructure is there. I am guessing they do that so that the river has space to expand in without flooding the nearby streets.

i guess that is true, but i meant why a lot of anime shows/visual novels have a place like this i guess it is romantic?

It's iconic, representative of the way a japanese city looks. Just like in media situated in New York for example you are always shown the Manhattan skyline, Central Park, the Brooklyn Bridge, the tall and slender brick homes neatly lined at the sides of the road, etc.
