I think it represents the prejudice of physical appearance and societal expectations. The presence of a fountain closer to the ground implies that the "vertically challenged" require or are entitled to such conveniences because we as a group automatically assume that they will be unable to reach the higher fountain. In many ways, it represents a form of "counter darwinism". Since water is a vital ingredient of life, one could argue that instead of simple convenience, society might be afraid that if such conveniences are not made, the "Vertically challenged" would not survive at all. The premise goes from psuedo-kindness to outright fear.

I think the real smartass is the parent that took their son to an art museum to show him pictures that are nothing more than paint that mean nothing.
