Wow... this actually reminds me of Avatar, the Fire Nation prison that was in the middle of a boiling lake. Less cooperative prisoners were often put in refrigeration cells called "coolers" for punishment. So the less cooperative prisoners got used to the cold and couldn't stand the heat of the lake, while more cooperative prisoners got used to the hot air around the lake and instead feared the coolers.

I'm pretty sure Firelord Ozai,Azula and Iroh (from lok,see pic) Could use firebending to somewhat fly I could imagine a couple of powerful fire benders would be sent to prison so what I don't get is why they didn't make a run for it like this (again see picture)

It was also a highly guarded prison. If someone tried to fly out of there, they would also have to deal with the guards shooting at them as well. Also Azula didn't rocket her way out of there when she was in danger of dying.

It discouraged firebending sure, but I hardly think it prevented it. If all it took was some cold air to stop firebending then the north and south water tribes would have been untouchable.

Thing is, a soldier invading the poles can keep himself warm with many layers or by simply starting a fire. In the prison, you've got only the rags they give you to wear (probably not too warm) and there's really nothing to set on fire.
You'll notice in the episode that it is a struggle for Zuko to firebend in the cold.

Yeah, but my point was that the coolers served a dual-purpose. They were probably used on all kinds of prisoners as well, not just firebenders. They did seem to have some PoW's there.

Prisoners at Alcatraz were also given very good meals and allowed to return for as many helpings as they wanted. They found that when you let a man eat well, he is happier and less likely to cause problems.

It also makes sense when you realize its reputation for being inescapable. If the prisoners are happier they're less likely to try to escape or come up with a brilliant plan to escape. Of course, it probably still sucked a lot more than freedom, but would be better than a federal prison in the middle of a desert where all you do all day is dig ditches or break up highways for repavement.

The people who thought up all that are magnificent bastards. I mean, really. Take prisoners who are treated terribly. They won't be scared of authority; hell, they're in jail, dammit. Now take prisoners who are treated very nicely. They have reason to follow the rules because if they don't, they WILL be treated badly, and they much prefer to have the hot showers and nice food.
