We do have a couple of stations like that, but mainly it's inconsistent and depends on the combination of the show/station.
I had never heard of the first show, so I didn't have as much context to work with.

It's cool. Dave is a decent channel (we get a lot of cool old programs on it that we miss and old episodes of **** that's still going), but it does get a lot of **** for showing stuff as "brand new". What a lot of people don't realise - or tend to ignore, so they can be funny - is that they mean it's brand new TO Dave.
