The only thing I know about this site, is that it tells complete lies to me, it says my download is about 4 Mb/s, yet the fastest download I've ever consistently had was 400-550 Kb/s.

4mb/s is probably your megabits / s, wich roughly translates into 500 kiloByte/s. Wich is kiloBYTE.
1 megabit = 125 kiloByte
b = bit
B = byte
and it's the bytes you want to look at if you want to talk internetconnection speed.
Basicly you have to divide your internet connection by 8. If you get 4 megabit/s, you will download with a speed of 500 kilobytes/s

Usually because the average user needs far more down than upload.
This is the reason why most use ADSL which is Asynchrone DSL, meaning that you dont have the same bandwidth for up and download so you can enjoy fast downloads while having low upload that affects you only when uploading youtube videos... (sorry for my english, im not a native speaker.. hope you get my point)

Download in mb/s describes how much information (In Megabytes, or Mb) can be transferred TO your computer FROM an outside source every second
Upload is the same, only in reverse; It measures data coming FROM your computer TO an outside source
The higher these numbers are, the better.
The ping measures the time (In milliseconds, each ms being 1/1000 of a second) it takes for a single packet (chunk of information) to travel from your computer, to an outside device, and back to your computer. Your ping is what matters the most for playing games online, and the lower it is, the better
