I agree that Nicholson did a great job but I don't see any denying that Heath did a terrific job. He was menacing in a realistic way. I felt he perfectly portrayed a broken man and how twisted people can be. He wasn't over the top, he wasn't ridiculously flamboyant. His portrayal was what I'd expect from The Joker.

The point of the Joker is to BE flamboyant and over the top.   
Ledger pushed his acting over the edge and made it too creepy to enjoy.   
Comic book villains aren't supposed to be "realistic", in my opinion.

But the film was supposed to be realistic. It had a much starker feel to it than the other films/animated series. Batman was shown to be just a man and Heath's Joker perfectly portrayed that realism while remaining an agent of chaos and anarchy.

I must be in the minority that did not like the movies very much at all and don't see the characters like that at all.   
I couldn't see the Joker as chaotic in the movie; he was more demented and maniacal.   
And Batman didn't seem to be just a man. He was kind of a douchey millionaire playboy.   
But, in the end, we all have our own opinions. To each his own, I suppose.
