I'd say this is a meme. It conveys a message in a context that doesn't need explanation. Though it's not the best example since it explicitly says: "You know what really grinds my gears"

But that doesnt make it a meme by default. Everyone can take a picture of a kid falling and add different texts like "Ill take a fall for you" "I think im falling for you" and make puns like that, that falls into the same description, but yet it's not by default a meme.

There are many definitions of the word, but as far as 'classic' internet memes (the ones we're so tired of on here) go, I'd say a meme is a picture that puts the text into a certain context without having to explain it. Like when you see this meme here, you know it's something about being unlucky or whatevs.

Then you don't know what a meme is. A meme can be through any form of social media, not just pictures. For example, Gangnam Style was a meme. The navy seal copypasta is a copypasta, which is a type of meme. And a picture with text on it is an IMAGE MACRO, which is a type of meme. So I guess they are memes in a "Squares are all rectangles, but not all rectangles are squares," sort of way. It's better to say what specific type of meme you're referring
