Okay I need a source for this. By the looks of the picture, the cop can't even pretend to say he was aiming for the adult, because it's clearly pointed down. He can't say she was violent (A bs reason still, but better than what appears to be whats happening here] because clearly her arm is held by the mother.

Either this image is old and I missed all the internet rage, or it's fairly recent and I'm soon going to hear nothing BUT this cop.

Actually not photoshopped, this was an incident that happened in Brazil in 2011.

Not photoshopped. The photo it was taken on March 23, 2011 during a public protest in the city of NiterĂ³i, Brazil (part of the Metropolitan Region of Rio de Janeiro) by Peter Kirilos of O Globo (The Globe), Rio's largest daily newspaper.

The officer pictured was apparently demoted and transferred to another district/battalion after the photos of the police response to the protest (which wasn't going as peacefully as it was supposed to be) hit the media and people understandably threw a fit.
