I recall that the article mentioned (quite frequently) that his cabinet was intent on being very sure that Osama was in that particular building, not timing based on kill probability.

Because he gave direct orders, I'd say that Obama can be credited with Osama's death. If we judge presidents based on them directly affecting the event (as opposed to delegating/issuing orders), then how much can they really be credited with?

I'm sorry, but Obama could have stopped it. He actually renewed the Patriot Act, which means he chose not to stop it. He could have let it die off after the initial expiration date. I hate how when he renewed the bill it got fairly low coverage in the media, but welcome to the US, where media will pay more attention to puff pieces than to the governments invasion of its citizens privacy. Much of the Judicial system is ran directly by the SC, however, it is neither viable nor practical for all decisions to be given to the SC. Same goes for court cases. As such, the SC maintains a series of smaller courts to oversee districts within the U.S. These courts oversee the management of state crimes, misdemeanors, and the creation of penitentiaries. However, all this requires funds to maintain. And where does the district courts get their money? From the SC. And where does the SC get their money? From Congress. Which is why we have such a risk for our criminal prisons getting shut down. The SC is asking for more money to maintain, and the Congress ain't paying up.
