Matthew 5:17-19: "For truly I tell you, until heaven and earth disappear, not the smallest letter, not the least stroke of a pen, will by any means disappear from the Law until everything is accomplished. Therefore anyone who sets aside one of the least of these commands and teaches others accordingly will be called least in the kingdom of heaven, but whoever practices and teaches these commands will be called great in the kingdom of heaven.”

So yes, Jesus actually did say something about it, just not as directly as people would've liked, I guess.

Did Jesus technically say that you're going to heaven either way or am I too inebriated to make sense out of biblical verses right now?

No. He says "I am the way, the truth, and the life. No one comes to the Father, except through me." (John 14:6) So the only way to get to heaven is to believe that Jesus lived a perfect life and died a sinless death for your sake, not his. "For God so loved the world that He gave His one and only Son that whoever believes in him shall not perish, but have eternal life." (John 3:16)
